Element Materials Technology has an opportunity for a Department Manager to join our growing team. This Department Manager would be reporting to the General Manager, to oversee the Test Engineering team, including planning, scheduling, and assigning projects and establishing and managing successful relationships with customers.

Responsibilities
Provide leadership and direct all activities of the department including planning and managing technical performance to ensure quality, business, and financial objectives are achieved
Scheduling of client projects, including the allocation of lab resources and assignment of team members
Provide expertise necessary to assist in the designing, planning, execution, analysis, and reporting phases of test programs in accordance with customer specifications.
Participate in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s)
Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices
Act as primary point of contact for client to resolve technical or schedule issues, and project timelines
Actively maintain contact and relationships with customer contacts and participate as necessary to cultivate new accounts by collaborating with Sales and Business Development Team
Work in concert with Sales and Business Development Team to provide technical expertise and consultation for clients as needed
Ownership and reporting of department financial performance as well as evaluating and presenting risks, opportunities, and trends
Evaluate and approve purchase orders for departmental projects
Present CAPEX investment opportunities to maintain/grow the department and facility
Ensure Quality System requirements are being met by all department personnel at all times
Ensures compliance with all Company policies including but not limited to Terms and Conditions, Trade
Compliance, treatment of others, moral code of conduct, and Employee Handbook
Ensure adherence to all local, state, and federal laws pertaining to safety, environment, and corporate governance
Applies the principals of 5S (Sort, Set In Order, Shine, Standardize, and Sustain) in the performance of daily work responsibilities to ensure a clean, orderly, and safe work area
Abides by and ensures that all duties are performed in accordance with all Safety, Health, and Environmental (SHE), Trade Compliance, and Quality practices, policies, and regulations

Maintains client confidentiality at all times

Skills / Qualifications
Bachelor’s degree (B.A.) in Mechanical or Aerospace Engineering from a four year college or university plus five (5) to seven (7) years of related experience and/or training; or equivalent combination of education and experience
Self-disciplined and self-motivated
Proficiency in Microsoft Applications (Word, Excel, Outlook)
Ability to maintain professional candor at all times and remain calm when faced with mounting pressure related to deadlines and multiple priorities.
Exhibits ability to inspire and guide individuals and groups toward excellence through clear visioning, values, and other effective leadership techniques
Ability to move people or groups of people toward a committed goal or objective through thoughtful visioning, planning, and communication. Empowers employees to ownership of goals and the resulting outcome

Experience working with Quality Management Systems (i.e. ISO 17025 and ITAR Regulations) and Trade
Compliance Regulations (i.e. ITAR or EAR) is desired but not required
Proven ability to create and maintain strong professional relationships built on trust
This position requires access to export-controlled commodities, technical data, technology, software, and services. U.S. citizenship, U.S. legal permanent resident status, protected person status under 8 U.S.C. § 1324b(a)(3), or U.S. Government export authorization is required. Any offer of employment is contingent upon the employer obtaining the necessary export authorization, including, if required, an export license from the U.S. Department of Commerce’s Bureau of Industry and Security, the U.S. Department of State’s Office of Defense Trade Controls, or other applicable government agency.
